In the legal framework of the Republic of Serbia, feasibility studies fall into two main categories:
- Feasibility study (and preliminary feasibility studies) prepared in line with the Regulation on the Management of Capital Projects, required for evaluating projects financed or co-financed from public funds.
- Feasibility study (and preliminary feasibility studies) prepared in line with the Law on Planning and Construction, required for construction projects of specific types of facilities (special-purpose facilities and/or facilities on designated locations).
Both types of feasibility study represent comprehensive investment analyses that assess whether a project is viable and justified. The distinction is mostly formal – in terms of the mandatory structure.
A preliminary feasibility study evaluates the spatial, environmental, social, financial, market, and economic aspects of several possible project solutions defined in a general design, while a feasibility study goes further by analyzing the selected solution in detail, based on the project design, for projects involving public funding.
According to the Law on Planning and Construction, a preliminary feasibility study includes a general design, while a feasibility study is based on a project design. For certain facilities, where planning documents allow direct issuance of location requirements, a preliminary feasibility study is not required.

FEASIBILITY STUDY FOR ENERGY PERMIT
According to Article 5, paragraph 2 of the Rulebook on Energy Permits:
“Along with information on the location or location requirements, a preliminary feasibility study with a general design, or a feasibility study with a project design, must be submitted in line with the law regulating planning and construction of facilities, together with a report of the review commission, if such designs are subject to review under the law.”
